The time of the debit will vary based on when the payment is scheduled and what type of payment, check or electronic, is used. As an example:

For a check with a due date of Friday the 19^th, the last day the bill could be set up to guarantee on-time arrival would be 1 p.m. Pacific time on the 16^th. Funds are debited when the check clears your account.

For an electronic payment with a due date of Monday the 22^nd, the last day the bill could be set up to guarantee on-time arrival would be 1 p.m. Pacific time on the 19^th. Funds are debited via ACH on the 22^nd.
